The purpose of this RFP is to solicit proposals from qualified proponents, for the Design, Build, Operation and Maintenance (DBOM) of a citywide fixed wireless or wired Next Generation Broadband Network (NGBN) capable of Gigabit + speed service to the end user within the City of Brooks.

The intent is to form a Public Private Partnership (PPP), for a initial term of 5 years with an extension term of 5 years at City discretion, in which the City retains ownership of the network infrastructure, equipment, all components without exception, while the partner builds out the network and then operates and manages the network once live, as well as provides wholesale connectivity to retail facing Internet Service Providers (ISPs) at a rate negotiated between the partner and  the City. The network will be open access and the operational partner may act as a retail ISP while managing the access of other retail facing ISPs, pursuant to operation partner purchasing wholesale access at the same rate as other retail facing ISPs.
