Utility Accounts & Billing
The City of Brooks charges for the following essential municipal services through bi-monthly utility rates. The utility charges cover the costs of sustainably delivering these services to residents:
- Water treatment & distribution;
- Waste water distribution and treatment;
- Garbage collection and regional landfill services; and,
- Recycling collection and services provided through Newell Recycling Association.

Billing Information
Sign up for Utility E-Billing
Switch to convenient e-billing today by following these simple steps.
1Go to the Online Customer Portal

Click Link and Register > Show Me How > Select Utility Billing.
3Add Your City Accounts

Add your City accounts using the details from your utility invoice.
All you need is your Account Number and Access Code. Both can be found on your utility invoice.
4Turn On Email Notifications

Select Please notify me by email and enter your email address.
5You’re All Set

After completing the process, you’re ready to start receiving your utility bill by email.

Pre-Authorized Payments
Sign up for pre-authorized payments for a convenient way of ensuring that your utility bills are paid on time. The City will make automatic withdrawals from your bank account in the amount of your current utility charge. The customer will continue to receive a monthly bill either through mail or through e-billing services. For further information see: Utility Billing Pre-Authorized Payment Agreement
Online Services
With City of Brooks' online services, you can pay your utility bill online securely and conveniently with Interac, Visa or MasterCard. If you do not already have an account follow this link to Online Services.
Telephone/Online Banking
Pay your utility bill through most chartered banks using telephone, online and ATM banking services. Register with your bank. Please ensure if you are paying your Utility invoice through your banking institution that you enter your complete 13 digit account number. Click here for guide to setting up payees (PDF).

The City of Brooks bi-monthly utility bills are sent out on or before the 15th of the billing month and are due by the 15th of the following month. Payments must be postmarked on or before the specified due date in order to avoid late payment penalties. If payment is not received by the due date, a one-time penalty of 10% will be applied to your account on the current utility charges.
In accordance with City Bylaws, if any utility charges remain unpaid on the invoice after the specified deadline on a Final Notice door tag, the City of Brooks may either disconnect service or transfer unpaid amount to the tax roll account of the property.

The City of Brooks recognizes that seniors may generate less garbage than other households, and as a result, seniors 65 years of age and over can apply for a reduced garbage rate of $22.21 bi-monthly.

Other Frequently Asked Questions
Your bi-monthly utility bill includes charges for your previous two months of garbage, recycling sewer and water consumption. Bills are mailed or e-mailed by the 15th of the month following a billing period. Billing history and bi-monthly water consumption information is available through Online Services.
Based on an average water consumption of 35 m³ every 2 months your bi-monthly invoice would be $165.70. Please note this amount is based on an average consumption. To learn more please refer to

The recycling fee is a basic charge for all residential and commercial accounts supporting the recycling program.
Unpaid utility charges which are due and payable may be transferred to taxes if payment arrangements have not been received or the account has not been cleared up in full, at any point after 30 days of the billing date.
Once utilities are transferred to a tax account then payments must be made to the 10-digit folio number found on the Property Tax Notice rather than the 13-digit utility account. If you are paying online your will need to select the payee that includes the words “Brooks Tax” and not the word “Utilities” since you are now making a payment to your arrears tax account.
